In brief
Pupils and staff have priority during in-person classes, the Interior Ministry says. Public access outside educational activities remains subject to established procedures.
Ukraine’s Interior Ministry has clarified access to school shelters following changes to government rules, RBC-Ukraine reported on October 23. The ministry said pupils and staff have priority during in-person teaching.
Outside educational activities, school shelters remain accessible to the public under established procedures. Local authorities may also authorize simultaneous use by pupils, staff and other residents, with pupils and the public accommodated in separate rooms.
For preschools, the ministry said shelters are intended for children and staff participating in educational activities, citing Ukraine’s law on preschool education.
RBC-Ukraine linked the clarification to Cabinet resolution No. 1288 of October 15. Its account also describes the resolution as restricting access during in-person classes to pupils and staff, while allowing exceptions for other users.
