Germany in talks to buy thousands of missiles, including Ukraine’s Bars — report

In brief

Berlin is discussing joint production with Ukraine and a potential deal worth more than €1 billion with US startup Covenant, UNIAN reports, citing Bloomberg.

Germany plans to buy thousands of long-range precision missiles and is discussing joint production and purchases of Ukraine’s Bars cruise missiles, UNIAN reported on October 23, citing Bloomberg and its sources. The report links the procurement effort to Berlin’s aim of strengthening deterrence against Russia amid delays to US Tomahawk deliveries.

German defence ministry officials are negotiating a potential contract worth more than €1 billion with US defence startup Covenant for thousands of ground-launched Anthem cruise missiles, according to the report. Other potential suppliers include Destinus SA, offering Ruta missiles, and German-British startup Hypersonica, which is developing the HS1.

Covenant opened a factory in Leipzig this year, with initial missile production expected in early 2027, UNIAN reported. The company aims to produce 1,000 missiles there by the end of 2027 and reach annual capacity of 5,000 by 2028. These are production targets.

UNIAN’s report did not identify the Bars manufacturer or specify the quantity or value of a potential Ukrainian deal. It described negotiations without reporting signed contracts or the start of Bars deliveries to Germany.
