Ukraine's prosecutors defend withholding desertion statistics

In brief

The Prosecutor General's Office cited national security risks in explaining why military offence figures remain restricted under a policy announced in 2025.

Ukraine's Prosecutor General's Office has defended keeping statistics on unauthorised absence from military units and desertion out of public view. LIGA.net published the office's explanation on October 23, following a request for information.

The office said records of military criminal offences and the people who commit them fall within its category of restricted official information. It argued that releasing the data during martial law could help assess unit discipline and combat readiness or support information operations against Ukraine.

Even aggregate figures could harm defence activities and information security, the office said. In its assessment, the potential harm from disclosure outweighs the public interest in obtaining the statistics.

LIGA.net reported that the office first announced the restriction on December 10, 2025. The latest response explains the continuing restriction and does not give current figures for unauthorised absence or desertion.
