Odesa police clarify detention roles in military recruitment

In brief

Police say a regional procedure sets out existing responsibilities for officers and recruitment centres, including a three-hour detention limit.

A document outlining cooperation between police and military recruitment centres in Ukraine's Odesa region brings together existing rules, police told UNIAN on October 21. National Police spokeswoman Yuliia Hirdvilis said the document applied to the region.

According to UNIAN's account of the document obtained by local outlet Dumska, police officers alone decide on and carry out administrative detention of men who have violated military registration rules. Recruitment centre representatives may accompany detainees but must not transport them independently in place of police.

The procedure requires police to explain the grounds for detention and the right to free legal assistance, draw up a detention record and continuously record the detention on a body camera. It sets a three-hour limit starting from the actual restriction of a person's freedom.

A recruitment centre's delivery certificate supplements rather than replaces the police detention record, according to the account. UNIAN did not specify when the procedure was adopted or reproduce the full original document.
