In brief
Investigators allege Sergei Pinchuk ordered the July 2024 attack on an apartment building that killed 13 people, including five children.
Ukraine’s Security Service, the SBU, and prosecutors have issued a notice of suspicion in absentia to Admiral Sergei Pinchuk, commander of Russia’s Black Sea Fleet, over a missile strike on a Kyiv apartment building on July 8, 2024. Novynarnia reported the SBU’s announcement on October 6.
Investigators allege Pinchuk signed the combat order used to attack the civilian building with 3M-14 Kalibr cruise missiles. According to the investigation, the attack destroyed one section of the building and killed 13 people, including five children.
The SBU said Russian forces used 10 cruise missiles in the attack on Kyiv, launching them from the frigate Admiral Makarov and the submarine Veliky Novgorod in the Black Sea. That figure refers to missiles used against the city, rather than the number that struck the apartment building.
Investigators classified the alleged offence as a violation of the laws and customs of war combined with intentional killing, under Part 2 of Article 28 and Part 2 of Article 438 of Ukraine’s Criminal Code. The SBU said Pinchuk is in Russia. The announcement concerns allegations and a notice of suspicion; Novynarnia’s report did not describe a court verdict.
